Ich bin ein Student der Umweltwissenschaften und wir versuchen gerade herauszufinden, was die Industrieländer wie Deutschland unternehmen, um das Protokoll von Kyoto anzuwenden und zu erfüllen?

Every major CO2 emitting site in Germany was registrated and included into the system of these so called "allowances".
This includes all major production plants and power plants.
On the base on their CO2 emissions in (I think) 1990 each company got a free certificate to emit a reduced amount of CO2 in the future.
So, if a company wants to continue to emit the old 1990 amount, they need some additional allowances which they have to buy at the EEX.
Companies, which have successful reduced their amount of CO2 emission can sell the unused parts of teh certificate.
So these companies will benefit from their efforts to save our environment, while others have to pay for their CO2 emissions.
The basic idea is to reduce step by step the number of free certificate which will increase the costs for CO2 emissions.
I like the idea because I think, that money is the best and mostly the onliest motivation for companies.
